It's not tan, it's just counter light. And he blew up the two cars from the Special Marines (note the bloody glove pressing the switch), whose apparent mission was scouting the Yokosuka base AND "assassination of the Admiral there". It's pretty obvious whose side he is on.

I doubt those Special Marines can even kill a supersoldier who solos abyssal destroyers with his pile bunker.
Though this admiral though... I wonder if Reiji knew that he's like this as a fellow combatant but still hates his rather easygoing smile and demeanor as he made known when he linked up with Prinz Eugen (speaking of which, Reiji outranks him? Rather strange as the guy should be marine himself though its not that surprising that his army counterpart got moved up due to his achievements, partially on the fact he instilled within all of his shipgirls the omnicidal killbot modes during combat)

That's why it is an assassination mission and seeing this a 'sanctioned' black ops mission from the higher ups, they probably have an idea of what Reiji capabilities and weakness is.
And Reiji is higher rank because he has a backing (recently said to be promoted to an admiral rank) and his unit has been taking high risk mission (Reiji mentioned of putting up with unreasonable requests before) and actually accomplishing it so the brass presumably had no choice but to promote him and his backer aka. direct superior.

No, you are not wrong, I think. Reiji mentioned earlier that the army probably would have had him shot, though that was back in his "I don't give a damn anymore and have no intention to continue serving" phase, back before he took command of this base. And there was confirmed to be bad blood between the army and naval forces; that hey offered him a position is the navy at all was taken as a sign of how desperate they were to fill the ranks. And the higher ups have been openly stated to dislike him. In this case, it isn't more "who wants him dead" but "who DOESN'T want him dead."
