Looking at this artist's other drawings, this might not fit into the "Kashima is a Good Girl" pool after all... because it seems she's well aware of Akigumo's typical content. Standing alone, it's otherwise open to interpretation, I suppose.
Considering that the previous post has her badgering over whether or not there's action between her and the shot admiral in the mommy-daddy region, I'd doubt it.
