I think that it's probably that these are Girls who are Riders on their own and not some 100th user of IXA or Delta.

But even with that criteria, we're still missing some like Larc, Shuki, Orange Mage, Iduun (from the Gaim Gaiden), Necrom Pink and Yellow.
