I'm not the flagger, but these are the things that instantly pop out to me: Legs are far too long in proportion to the body and the visible anatomy (ankle, heel, sole) of the foot is vague at best. The breasts are facing the viewer more than possible given the direction of the navel and the visible midline of the torso as if there were a pivot under the breasts. The arms are disproportionate to the rest of the body and clearly different lengths. The one visible hand is very awkward.
It's a shame too because this would probably be passable if it were a bust portrait (since it's obvious that's where the artist spent the most time and care on).

I love the work that went into the detail and shading, but the grasp of anatomy is poor for all the reasons you've mentioned, with the bust (head and torso) being just about the only thing drawn properly. That makes it all the harder to determine whether to approve or skip.
@DanbooruBlacklist Some people just choose not to flag, if only because they feel it isn't in their judgment to determine whether a post in the gallery stays or goes.
