IMO, I'd say it doesn't apply unless it's exactly the same person, name and appearance wise, and not if they changed their identity to be someone else.

But well, after looking at the tag's condition to apply it, they used Saber and Saber Alter as an example.
So I guess, in the end, you can use it (but still those Sabers look almost identical to each other so they kinda do justify the tag but that's just my POW).
I think they need to update the condition in case like this because it's quite a good question.
For example, if there was a pic with Zhuge Liang but with different interpretation (DW, Koihime Musou, Inazuma Eleven...), would that still count as a multiple_persona?

Fate is kinda messed up this way, but I'd say as long as, say, Vlad III from Extra and Vlad III from Apocrypha/FGO count as 'dual persona', or Saber & Lancer Artoria, then this should count. Both are explicitly different versions of Elizabeth Bathory in the game, even with the drastic difference in appearance.

Dual persona is pretty much explicitly for when characters based upon the same person (or ship in KC's case) don't look alike. I.E. if some genderbent FGO character is shown in a picture with their historical basis (Saber meeting "the real King Arthur" or possibly the Monty Python King Arthur), or you put an FGO character and a Koihime Musou or Samurai Warriors version of the same character in the same picture, or something like U-511 and Ro-500 or Inazuma meeting Plasma-chan in the same image. The dual persona tag is stuffed full of Jeanne and Jeanne Alter images.

I have no problem to use the tag for different persona from KanColle, not that hard for that. But you mean it's also valid for a character that has various representation from different series then?

So long as they are two representations of/alternate interpretations of/different configurations or ages of the same character, yes. (Although the latter bleeds into time paradox.)
