You see, Kongou is a special kind of sexuality only found in video games, called a "Protagosexual". She is sexually attracted to the protagonist of a series, only the protagonist of the series, and completely regardless of any actual characteristics of that protagonist. Standard sexuality can be bent, an ordinarily straight character will turn bi if that's what it takes to keep up with a protagonist, especially if they have any kind of gender-bending or even magical transformation into some other form of creature.
This behavior falls on a spectrum, as well. For example, it is common in games to have "straight, but player-curious" sexualities, where all characters are completely straight except when it comes to the player character. (This is done to make it so that companies can claim they're LGBT inclusive while not making any character who isn't directly involved with the player gay so that if the player is in a straight relationship, everything is heteronormative. It's just TECHNICALLY enough to make sure nobody makes an LGBT exclusion fuss, but also limits the blowback from people outraged that Teh Gays are takin' over mah vidya gaems! Another bold step in trying to have things both ways.)
In this case, Ikazuchi fills in the role of the protagonist of the series and sits in the chair of power, so Kongou instantly glomps her, regardless. Likewise, in the anime, Kongou was initially doting on the Admiral, but lack of screen time confused her and made her glomp the wrong target, and she quickly wound up deredere with Fubuki, instead, following the one with the camera on them the most.
