Hamakaze has probably had it worse out of all these girls (Kamui excepting). She doesn't get enough character dynamics with the other shipgirls in the fandom to counterbalance the level of "she has big breasts" artwork.

It's about the balance of lewds to non-lewds. Ushio (and for that matter, the whole 6th and 7th des divs) are popular enough in their own right to be seen in plenty of non-lewds. The same goes for the Kongous, which get a good distribution of both. Hamakaze, as the comic says, gets almost nothing outside of lewds.
From my experience most of the works about Takao and Atago are safe ironically, with lots of ecchi or safer sexual references in each strip or comics. Also, aside of the number of doujins for each Ship girl, we must consider how many artists draw certain character too, because in that case Kashima, Hamakaze and Suzuya are far from the rest I think.
Characters like Ushio, Unryuu, Takao, Atago, Yahagi, Noshiro Agano, Yamashiro, Fusou etc. have a significant number of works but from a limited number of artists or groups.

I would like help to gather data actually. I want to make a chart with the percentage of R-18 post. The only way I found so far is taking the best tag of a character I find on pixiv, knowing that Kamoi is another character, have to take Kamoi(kantai collection) tag instead, both return similar lewd level tho. I take the ratio between R-18 and all post under the character tag on pixiv for my Y axis. Knowing that the total isn't proportional, then I take the total number of post on danbooru for the x axis, giving an idea of "popularity".
Now if I could get better data than randomly trying out pixiv tags, that would be great. Still, kamoi is standing at 39% of R-18 work. An absolute record. Hamakaze is under 25% while Kashima is around 28%. Suzuya hits 18% and Ro 19% (the lewdest sub are I-14 and I-13, although not very popular, taking the first place from I-19).
Now also I am very new to danbooru and I believe there might be a better place than this post to help me make the whole chart (and not only the girls on this piece of art). If anybody could give me a hand and redirect me to the right place to do so that would be cool

Well, I'm not sure whether or not something is tagged R-18 should itself be the metric. Slightly Erotic KanColle, for example, makes a point out of not technically being R-18 in spite of being basically a constant chain of overt references to sex.
Hamakaze might only have 25% actual R-18, but how many of those "not TECHNICALLY R-18" images are focused upon her breasts or heavily implying sex?
(For that matter, this post can arguably count, since it's not R-18, but it's about how much about her character in the fanbase is just seeing her as an R-18 character.)
Well, the problem with Hamakaze is that ANY picture with her is lewd, simply for having her in it. She is lewd all the time, even if she doesn't mean to. XD
