Pre-Dreadnought era and early Dreadnoughts had submerged torpedoes tubes. Usually on the broadsides (two each side) with a small number of reloads. They were to finish off enemy ships usually, since shelling didn't always sink the enemy, just make the ship useless.
Also there was a time when the torpedo was going to be the "super weapon"...but it was eventually found to not be as advertised....especially with the difficulty in aiming the things and the eventually countermeasures (torpedo blisters, netting, better compartments, etc...).
Even Mutsu and Nagato had torpedo tubes when they were built, but Nagato's where removed during a refit, Mutsu was to get that removal but she of course exploded while in dry dock.
Hell German battleships had torpedoes:
Graf Spee did (though she was a "pocket battleship" and was more in line with a cruiser.) Scharnhorst and her sister ship (her name escapes me at the moment) had them Tirpitz had torpedoes as well

Hell, before WW1 Americans actually thought about building a battleship that's primary weaponry would had been her torpedoes. Needless to say that that project never made it past the drawing board.

Some later battleships were getting above water torpedo tubes, and by the 1930s torpedo mounts with wider arcs than the old submerged tubes of the bygone days. They generally remained a "finish them off" weapon.
Apparently 24kts counts a BB to be a Fast Battleship these days, eh?
Actually, Gangut is in a unique situation in Kancolle where she's classified as a "Fast Battleship" by the game, and yet her actual ingame speed is listed as "Slow".
