Two of the other new ships are coastal defense ships... we're really dipping deep into the well, now, if we're dredging up the DEs at this point. Either they're going to have even lower fuel costs, and be the new Mutsukis strictly for expedition use, or they're going to have to create new missions just to force their use, the way Taigei forced the creation of that super-long submarine expedition.

Wonder how long it will take until they start to throw in stuff like gunboats, torpedo boats, armored&protected cruisers, or destroyers that make Kamikaze look like a young maiden.
Her damaged CG cleraly shows she's wearing a fundoshi. You can even see the strap in this image (although you can't tell it's a fundoshi).
Oiler -> Seaplane Tender
Basically, she's Hayasui, the second.

Maybe I am too much of a weeb, the first thing came to my mind when seeing her bandanna is Sengoku era
I can understand that but its just the bandan seemed alittle bigger than usual so first thought was pirate the big bandanna. Honestly it can go both ways depending what catches your eye first and how you relate it

From the thumbnail it looks like a pirate crest, yes, but the design and the clothing for this kanmusu looks like it incorporates Ainu design, like Machi. Maybe something with the history, or the name? Her name was taken from cape Kamui, of which is a term of Ainu-ese for 'divine spirit'.
@RyuuohD And yeah, Ainu legends has it's relation with Utawarerumono as someone mentioned---those legends are passed as 'kamuy yukar'/'deity epics' that is usually sung in gathering.
