Not sure about what 'furikue' means in the artist's description, and wish I knew more about Tokyo's ward's districts to possibly infer/explain specific implications of the location given. A quick look up makes it look to be at least red-light district adjacent (assuming that numbered districts are near each other).

As a player of F/GO "furikue" likely short-hand for "Free Quest" a place where players can grind out materials for strengthening their servants. Though... I think Illya in this case has a different kind of grinding in mind ;)
