Is this a copy, a homage or is there some kind of joke I'm missing on?

The joke is just that they're a wild animal/sentient person, but then "feral instincts" of domestication kick in and make them act like affectionate puppies. (Bonus if they say "I'm not a dog, I'm a wolf!" before doing it, anyway.)

To be perfectly fair, this kind of behavior is also observable in wolves and foxes. In nature it is supposed to indicate subservience (/you are the leader/stronger one) but interestingly enough, both wolves and foxes appear to enjoy having their stomach rubbed, though foxes generally stay still a lot shorter than wolves do.
So yeah, it is "technically" a feral instinct, we humans simply used their already feral behavior to make them love the experience even more. :P
