    Yeah, not at all sure about the part of the artist commentary in the parenthesis. And I couldn't even think of what the 'moro' part of 'panmoro' meant.

    And not confident on Koakuma's description of how Patchouli always dresses.

    panmoro just means the panties are fully visible (moro mie). contrast with panchira, which means a glimpse of panties.

    My take on it: "It's hard to fathom since Patchouli-sama is always wearing such loose-fitting clothes, but the truth is she has the best style in all of Scarlet Devil Mansioooon!"
