Please define how this is treated as low quality. Coloring is alright, cropped legs are intentional, and the only problematic this is her breasts.
I presume that has to do with it being fairly solid color shading? I'm not entirely sure, myself, and "overall bad, very low quality" seems excessive.
It honestly looks like an image after a first pass of coloring, and if they'd gone and done more shading passes, could have made an average-looking image great.
