My top guess is: Hamakaze is a super affectionate drunk that goes "I love you guysssh" so sincerely that Akigumo feels too guilty to engage in any shenanigans.

Side bet on "Admibro gets wind of the drinking party and asks to come along, thus preventing Akigumo from taking advantage". This version has the advantage of providing a distraction for Verniy - Verniy doesn't get drunk or guilty so easily, but the presence of an Admibro could sidetrack her into Admibro-seduction mode.

I'm hoping Hamakaze ends up being a flirty pervy drunk throwing herself at Admibro if he randomly appears. Akigumo could get to see her potential new doujinshi play out in real life.

If not Admibro, drunk Hamakaze may turn on Akigumo and Verniy.

Technically, SPOKEN plans exist so things don't go according to them. UNSPOKEN plans always work, so that someone can reveal that everything went all according to keikaku. (Keikaku means plan.) This is because, for reasons of drama, a spoken plan working is not dramatic because you tell someone what will happen, and then it just happens. An unspoken plan not working is also not dramatic, because then readers have no idea when things are going right or wrong, so making things appear to go wrong, only to have it turn out to be part of the plan all along generates suspense.

That said, spoken plans can still succeed by accident, just not according to plan, the way that Scooby Doo plans to trap the rubber mask monster always work in spite of failing to go according to plan almost immediately every single time.
