Depending on your definition of "twins", there are several.
Haruna and Kirishima, as well as Suzuya and Kumano were launched on the same day, so by definition of "birthday" as "launch day", they're twins.
RaiDen plus Takao and Atago were both laid down on the same day, so by that measure, they're twins.
In fact, I-13 and I-14 were laid down and finished months apart, making them not "twins" by any normal definition, other than "they look alike"... by which measure, are Fusou and Yamashiro "twins"? RaiDen look nearly identical as well, but were actually laid down on the same day, so have some reasonable claim on being "twins".
That's more a reference to how many times they got mistaken for each other. It got so bad at some points that even historians, searching through the records of both sides in the comfort of their offices, couldn't tell the difference between them.
