pics like that used to be called "brushover" or "brush-over".
neither of which seem to be recognised.

Should this fall under expert shading if all they're doing is just rotoscoping (Or possibly filtering) over a photo?

I used to have a car that looked a whole lot like that... A white 1995 Subaru Legacy Sedan. That car handled the snow and ice of Aomori-prefecture like a champ. Best $500 ever spent.
