these subs are cute

We normally don't use the sisters tags for shipgirls but in this case they probably are twins.

Kantai Collection characters are all not tagged with those tags. That means Kongou + Haruna pics are not tagged with the sisters tag for example.

Why would these two be "twins" when, say, Ikazuchi and Inazuma (which started construction on the same day, and also have similar themeing and names, while the subs were started months apart) are not?

Those "twins" are still different in construction days. The real "twins" for ships girls have same construction day and commissioned day. In I-13 and I-14 case, despite their same appearance, their constructions days and commissioned days are complete different.
