Removed the added cosplay tags, I can see the similarity but unless the pose/text is a direct parody, this is just 18's outfit in the current Super arc.

Ah, i see. Not following the current Dragon Ball series. Instead, it looked identical to Tenma's main costume.
It's pretty common to make cosplay images of popular current series for DBZ.
