The usual policy seems to be that a character doesn't really need a tag if it's only going to appear on its own series by the same artist. If other artists start drawing them, or if the series expands enough, then they'll add tags for the original characters.
Original characters that are drawn only by a single artist are a subjective case. A lot of them only appear in a single pool, and are characters in all or most of the pages of that pool, so searching for the pool is sufficient. If the series gets long enough and has a diverse enough cast where most of them aren't on every page, then it becomes worth creating character tags. Rakurakutei Ramen's characters are a good example.
