I think he prefers to let some things be indefinite about this couple. Some artists feel they spoil things by giving full details and they want to leave some things to the imagination.

I realize you want to project your own narrative onto this little "story" here. But please realize a few things
1. It's not like this is an official story or series. Let's be honest here. The only real continuity to this "story" is that they got married at some point and ahoge girl is really horny. They might work together. That's the "story" so far. It's a bunch of mostly out of context unrelated pictures. There's nothing official. Nothing concrete. These are just his two favorite characters. That he likes drawing in sexy situations. They don't even have names we know next to nothing about them. They've only spoken like twice.
2. You guys don't know the full "story" that IS there. Many guys have been resistant to any interpretations like an open relationship, pornography(a very real possibility considering that dsg appears to be an erotic model of some sort) or

Eh, it's understandably a tense situation because we all see that there are people like myself who see absolutely nothing but "f/f" which means... pairings void of romance and dynamics. The "f/f" scene is distinctly lacking lesbians even outside of ecchi and the such. To see an artist go so far as to depict a wedding for a couple is so rare that... well, 23 is the only one I know of in this category.
While I am being realistic and I think most people do understand that 23 can go any way and is a guy in the end, I think it's worth understanding why someone might be disappointed when they see the single only lesbian couple in well known ecchi end up surrounded by penis. I cherish and support every moment I can find a genuinely romantic scene between women in anime, manga, ecchi, etc. because I know that the default is that romance, beautiful dynamics, genuine affection, and marriage specifically, is reserved for heterosexual couples. While women can fuck, fight, and play, they can't genuinely and passionately love one another or so it seems.
Of course we can go back to understand that ecchi is almost exclusively made for men and thus men like people that want dicks more than those who don't, but I think it's equally understandable that people who do value depictions of romance and love between same-sex couples will be disappointed when we ultimately see the tidbits we cling to become weak and uncertain.
Depends on how you interpret things. My headcanon was that they were pornstars and erotic models that met while doing a lesbian shoot. They formed a relationship but still do porn. So nothing is amiss for me.
