Nope. If you really want to compare then take for example post #2593931 (also same uploader) which is showing how the breasts should be connect to the torso. Here you have a case where the left breast shouldn't be visible as the twist isn't completed. Therefore it also isn't and shouldn't be tagged with twisted_torso. Anyway, the rest of the post is perfectly fine. So I'll look what comes out of this flag. Wouldn't be surprised if it still gets approved.

Yes. It is still a twisted torso, in that the anatomy is messed with so that both tits are visible at the same time the ass is. It is artistic license to do so, because otherwise both breasts would be on the same y-level (Based on the shoulders) and wouldn't look as pleasant. The first thing I was taught in advanced figure drawing is to not try to draw everything perfectly as seen, because the result of that isn't always as appealing as one where form is exaggerated or simplified to suit the final render.
Here, the artist wanted to show both breasts, but resisted in twisting the torso any further than he already has, so decided to lower and protrude the other breast further, designing it to be visually pleasing at a glance as this is a character sprite for a visual novel where the user looks at sprites for hours and hours.
Tldr; Visual appeal can trump perfect anatomy, hence the existence of twisted torso.

I know that anime art tends to exaggerate body parts and that is a good thing, because that way we have artistic styles. But when in the style itself is an error, here the breast, then I have problems with the post. I wouldn't mind if it gets approved, the bad anatomy is also tagged.

It's an intentional error because, as stated, it is a visual novel sprite. The artist wanted the best of every world; an action-ey pose, ass, tits, pleasingly-aligned tits, and a pleasingly-aligned ass.
I honestly don't think it's an error worthy of deletion (Since it's not astonishingly bad), though the only reason I didn't appeal was because iirc it's frowned upon to appeal a post while a flag is active.

I don't think it is and I don't recall a hard-rule for that. If you want to give a post a fair chance, then I'd appeal it now. There are mods that go through the appeal list and it would probably be better if a post receives an appeal earlier.
Just going to quote albert and @buehbueh on this, but perfect is the enemy of good.
I personally don't think this flag is deserved, no matter how justified it is. Yes, it is a flag for review, but it is also a flag that shows way too much dubious scrutiny for perfect anatomy. As CodeKyuubi has said before, this image was drawn as a sprite going for that "breast-hips-butt" trio and thus features the breasts as such. It's a little incorrect, but nothing incredibly misleading.
I would personally appeal it, but seeing as it already has been appealed twice by two separate users, I will just offer my comments here.
