Maybe it's just the fang, but outside of the twintails the new Abyssal reminds me of Hiei. Maybe it's the fang and feckless smile.

I'm tagging as War Hime as she doesn't have a jacket, wears a crotch plate, and has only one thighhigh to go with the burning hair ribbon. She REALLY reminds me of Hiei, though.

Isn't Southern Ocean War Hime just Southern Ocean Oni/ War Oni but on a different "boss stage" instead of another girl?

Different outfits and appearances are involved with both. Plus, the Fandom treats them all as different characters, save for certain exceptions like the Battleship Summer Hime and Seaport Summer Hime who were the same in appearance save for a costume switch that was treated like the seasonal art for others (Hoppo and the shipgirls).

I'm not the biggest Kancolle expert but I can't remember too many times in which Southern Ocean Oni and her other variations were treated as completely different entities, maybe a few cases but I wouldn't say that the fandom in general treats them as such.
