Both shoulder blades are there, it's just not well drawn, and thus looks strange.
The right shoulder can't exist here if the right side of the torso is drawn like that.
@Provence, Let me clarify, I never said the anatomy was good, was just correcting your belief that there weren't two shoulder blades. One is the line below her armpit and the other is the right-most line that juts out from the back as a shoulder blade should. Both their placement is bad, which is why it looks strange and confusing.
