I wonder why a new admiral would have this many ships. I mean, it has to be a new admiral, if the subs don't know Orel in and out without having to look at a map.
No way that's a new admiral. This admiral had to be at least a year old, otherwise Littorio and Roma couldn't be stationed at this HQ. (Littorio was Spring 2015 reward, unobtainable otherwise. Roma has been dropped at multiple events since, but not at every event.)

Not quite true, Littorio dropped in 4-5 for a limited time in Winter 2015 and was a drop for at least the Spring 2016 Event.
