Changed back to translation request because previous TL missed the location, and I can't quite make out the kanji myself.

As far as I can see, it's using some more complex, perhaps archaic kanji.

於：鎭守府廳舎　<- Could translate as -- Location: Naval base, Central office complex.

And the more simple kanji string
於：鎮守府庁舎 <- Same thing with the more simple kanji
