Without the current design, the more tempting types like the "Fubooty" wouldn't be around, as stripper Fubuki would be standard like Shimakaze's model suggests at times to artists.

I like that version of the costume a bit better, too; what we can see of it in that shot seems a little more reserved. But then I've always preferred to believe that Shimakaze is like Jessica Rabbit: she's not bad, she's just drawn that way.
(There's a comic around here someplace postulating that Shimakaze originally appeared in a dress like a blue version of Yukikaze's, and then was cruelly forced into her standard outfit by the marketing department.)
