The "believe it has poor quality" and "did not like it enough to approve it" thing doesn't necessarily mean what it says it means. The latter merely means they didn't hit the approve button when they looked at the image, which could be for any number of reasons including just getting distracted or having to go before they made up their mind. The former seems like more of a 'downvote' from a moderator saying they actively discourage its approval. It may mean poor quality, but it could just as well mean they don't think an image should be on the site for other reasons.
Anyway, Sakuya Za Warudo jokes are kind of old meme. This honestly looks a bit like something I would see 10 years ago. Art quality isn't everything in a comic, but this looks more like the sort of work someone would do earlish in their art career, and the joke is a retread of things people got tired of 10 years ago, which bolsters that feeling.
