The neck and shoulders look off to me.
Anyone else see it?

Shoulders look ok to me, though neck looks off towards the right (her right), and a bit backwards.

Added the bad anatomy tag, since the rest looks pretty decent.

The neck might look off, but it's within bounds of human anatomy. The right shoulder looks short because it's pointed towards the viewer, thus subject to foreshortening.

I think it's fine. Kamikaze's right bang covers part of her foreshortened shoulder, so it looks worse at a glance than it actually is. Her neck's further back because she's arching back to look at her breasts. May I untag bad anatomy?

I feel like pointing out to her that her specs are actually pretty good in World of Warships.
Not as good as Gremyaschy, but Wargaming f*cked that one up anyway.
