The breast are only perspective and artist style, we need more information to say this is a cosplay, the measures are not that relevant when there are more important and noticeable characteristics.

But the artist only tagged Prinz on his/her artwork. It's their decision whether she is Prinz or not, it's just their specific artstyle. Satsuki was't tagged, so I think it's incorrect to do so here

No, there's no good reason to believe this is Satsuki cosplaying as Prinz, other than your POV "smaller breasts and butt", which by your standards would make all Adrian Ferrer's shipgirls RJ cosplays due to his artstyle.
Different artists have different art styles. Not all artists portray heights/BWH measurements the same, really.
Tag what you know from what you see, not what you think from what you know.

Look at the tuft of hair to the upper right of her head (upper left from our view) though. In no official image does Prinz have that tuft. Satsuki ALWAYS has it. That was the ONE thing I remembered that had me convinced this looked a bit too Satsuki-like.
Although I agree that the hair overall is Prinz in terms of hairline shape (Satsuki has two spikes in addition to the center blob, each going down to an eye). The anchors of course are Prinz except the pink one.
And as for artists with BWH measurements... I have seen kloah, so I'm aware of what you guys are talking about.
I don't understand what gives you that idea. But I will say 3 things go here:
1# Satsuki NEVER speaks German. 2# Satsuki has a longer twintails compare to Prinz, also the style of the twintails is an easy indication that is Prinz. 3# The artist tag is label [Suzuya/Prinz Eugene] (鈴谷/プリンツ・オイゲン)
