Ether that Dhelmise is very small or Acerola's a giantess.
Considering that Dhelmise is the seaweed and not the anchor itself, I would think that it's 3.9m size is the length of the seaweed if you are to spread it out on the ground, not counting the anchor itself.
But again, real life anchors are indeed bigger than most people imagined them being.
