Looks like it lol. The donation box reads 赤い城共同募金, literally: "Akagi Community Chest".

A community chest is a very Japanese way of saying "community fund raiser donation box".

I can't read moon runes at all, but I know enough to differ between 「赤城」 ("Akagi") and 「赤い」 ("Akai" or red). I see the name there but, why the extra 「い」 in between? Is it there to make it look like some red cross parody or something?

Was wondering about that myself. It's either a typo (which seems hard to believe since it's a Japanese artist) or the artist decided to fully spell out Akagi's name for some reason. 赤い城　literally means "red castle", which is what Akagi's name actually means. "Akagi" is a compound of "Akai-ki/shiro".

Yeah, after scratching my head for a while I decided to let it go since the artist's intent was clear.

Interestingly, "The Red Cross" is written 赤十 in Japanese (which I find far too amusing).
