Of the WW2 era, yes. All Royal Navy cruisers built after the Edinburgh class (or more accurately the Edinburgh subclass of the Town class) were deliberate downgrades for the purpose of reducing weight and cost.
The postwar Tiger class was the most advanced light cruiser the UK ever built in terms of technology, but they were massively under-armed because they were just built to take use of the prototype turrets that were intended for a much larger cancelled ship. (Design Z4A; those of us who play World of Warships would know her as Minotaur.)
