I think rather than Kai Ni first, Yura wants to have a swimsuit (refers to her summer line)
Is this really "hilarious in hindsight"? The artist saw that her similarly-dressed sister ships were getting similar outfits upon Kai-ni, and that the trend was not abating. The pool is only really justifiable for suggestions that turned out to be true as a complete surprise, (like the image where an artist personified Akagi and Kaga as archers before KanColle ever existed), this is just using basic pattern recognition.
