Quite frankly, I'm assuming the only reason this base is listed as a defensive one is because MP Broly and a half-dragon admiral aren't allowed to sortie at the same time, and because Broly is the only MP on base so he's technically always on call. The local crime rate is probably nonexistent because of fear that Broly would start escorting little old ladies in his spare time if the area was bad.
