I dno, it's a close call... I mean, wouldn't Neji be able to kaiten bugs and stuff? If he gets close, Shino would have a tough time warding him off, so he'll probably try to keep his distance and set some kinda trap; but Neji has that crazy Byakugan, so it won't be easy to fool him.
Given Shino's bugs, I wouldn't put it past him to be able to mask his chakra signature and confuse the hell out of Neji.
Besides, those beetles EAT chakra. Anything Neji throws at him can conceivably be blocked/absorbed. Hell, they could probably eat through rotation as well.

I don't know if they could eat through his rotation from long range, but if they crawled onto his hands like they crawled onto Kankuro's fingers Neji would be screwed.
