It's the Prisma Illya event where the female Servants get bonuses when equipped with an event CE and the Magical girl Servants get an additional damage buff.

Most people are just using their female Servants for the theme of the event being magical girls but since there are dragons in this event that are Lancer class Seig wants to get in on the action, even if he has to wear a magical girl dress.

Sieg is also regarded as one of the worst gold servants in the game due to his relatively low stats for a 4 star and his extremely situational niche; dragon killing. The only one who beat him was Stheno who had an equally situational skillset and non-damaging NP but she got buffed a while back to becoming a really good Divine supporter.

After France which is loaded with dragons (which Kojiro, Savior of France, shined more in due to his ease of access and the dragons being Riders which are weak to the Assassin class), Sieg is mostly useless. He does get to shine a couple of times but that's usually one in every 100 missions. He is good for fighting Arturia Lancer though.

And what the heck is Kojiro trying to do in panels 2 and 3? "This is your lucky day, go get them tiger?"

Which is okay for D'eon since we still don't know if he/she's a man or woman, but Astolfo's already been confirmed male...
