Never heard of either group marrying so, in any culture; it's an American demand, and they have no royalty and only a very hidden aristocracy.

Bismarck's doesn't include nobility rank. But Prinz Eugen and Graf Zeppelin used their nobility rank in the ship name.
While at it, Commandant Teste, and the Admirals in Russian Navy.

No particular rule; I think it was primarily a question of name recognition, and also impressive-sounding-ness. If you don't include the Prinz part, for example, Eugen is a pretty common name, so it wouldn't be clear who you meant to name the ship after. The likes of Graf Zeppelin, Graf Spee, and Admiral Hipper (Prinz's class ship) were all named after men who were commonly known by those constructions. On the other hand, every German knew exactly who Bismarck was; no elaboration was needed.

The earlier cruiser with the name was called SMS Fürst Bismarck (Prince Bismarck), and at the time was an awesome armored cruiser. Bismarck himself had died just a few years prior to her commissioning.
