It's Shidare Hotaru from the anime Daigashi kashi. This girl become absolutely nuts whenever she is around candies, with those crazy eyes of hers :D
But now the same candies are here to take advantage of that to try and take revenge on humanity by using her for their evil plans. That or it's all just all a weird dream induced by having too much candies. Those seem to happens quite a bit to her XD You decide !
It was a pretty fun picture to do ^^ I didn't know that character before but she certainly leaves quite a mark =p
