Well, I didn't flag this, although I was tempted to do, but that is true with the artifacts. But this flag has two parts. And with the latter, I can tatally agree (fingers, few details (clothes) and also not very good lines. Hmm....
It's consistent in style to Furukawa's previousworks, though. I don't see why this would be flaggged as worse than his usual artworks (barring the obviously polished ones).

Even in the examples you give, while the style may be similar, the quality is overall on a different level. The lineart is cleaner and smoother with varying thickness of lines, the shading is smooth, the colors are cleaner. In this work every line is the same size, there's barely any details, the hand and feet are poorly drawn, and the colors/shading are basically two-tone. Consistent in style yes, consistent in quality no.
I have to agree with the others. It's very blurry, the shading is nonexistent, and the lineart isn't up to par with this artist's usual fare. It looks extremely rough even compared to something like this.
Not to worry, it's likely we'll see a better version in a Pixiv sketch dump someday.
