I like to imagine that due to the national importance that would be placed on shipgirls they'd skip the MPs and just go straight to Team Rainbow.

In this setting, shipgirls are very definitely humans, bound to the spirits of ships. (The tale of Ooi's origin is an example, though the Little Seven arc suggests that Ooi's case is unusual and there's normally a more formal process of selecting girls as shipgirls).
If you really want to ask why this admiral hasn't taken a ride in the party van, perhaps "marriage (provisional)" may be more accurately described as "betrothal" - in which case the rings we see are more engagement rings than wedding rings - and he hasn't actually consummated any of his "marriages". It is worth noting, though, that Fubuki's commander Tokonatsu takes the matter more seriously.
