おさげ is sometimes translated as "braids", but yes, these are more like low twintails. The other is みつあみ (mitsuami; note the size of the つ), which means "three-braided", because each braid is three interwoven tresses.
Your confusion's understandable; the つ does look smaller than the kana just before and after it. Compare to the one in あっぷ in the line above it, though.
