The fact that they seem to not invade any landmasses (with exception of small islands) doesn't deny that they (most likely) cut all naval communications, killed many people on civilian and military vessels, on oil rigs and such and nonetheless want all of us dead, that's for sure. They're invaders, we're just fighting back and trying to defend our planet. And by the way, Hoppou is nothing better than any other abyssal. They're all the same: bloodthirsty ruthless invaders. These things can even corrupt our fallen friends and beloved ones and turn them into some kind of zombies that fight alongside them! It's just so painful to see the results of these corruptions. Isn't that alone enough to make you to want them pay?

Again, we don't know any of this, and it's all stuff we're told without receiving any other data. We may only be getting propaganda... just as the game itself may be revisionist propaganda for World War 2.
What we're seeing here is someone shooting up aa girl. So yes, in this case the admiral shooting her up is the Monster. Especially since everything you've said sounds a lot like the stuff being tossed around to justify shooting unarmed people in RL.
KC Kai on the PSVita has a lose state and abyssals will take territory from you iirc, going as far as to sink your defending ships without you even knowing (One guy had a sunk ship blemish on his hardest difficulty clear because of this). So yep.
