There are no other posts with the cyan_hair tag so I replaced it with the aqua_hair which already has plenty of Murakumos in it.

Murakumo's hair falls under silver/gray hair on this one imo.

Many of my dictionary says this 乱痴気 乙女(ranchiki otome) means rave maiden. not sure to be honest

The part of her hair that is a solid color is #DEE8EA which this site calls "very bright grayish cyan" but unfortunately there is no definitive standard or authority on color to give us a concrete answer.
