    Fairey Swordfish?

Well, these weren't reconnaissance planes like the Zuiuns but rather torpedo bombers, but who can blame the British for being a bigger badass than the Japanese?

The Fairey Swordfish was designed to also be used in the reconnaissance role, it just wasn't very good at it because it was a pre-war biplane design with a weak engine. Warspite used one as a spotter to sink U-64 at the Second Battle of Narvik. And it doesn't look like the Brits attempted to make a new recon floatplane during the war. They were probably too busy making land and carrier-based planes to consider updating what was in use on their cruisers and battleships.

According to Wikipedia, she carried Fairey Swordfishes between 1938 and 1941, which was changed to the Supermarine Walrus for 1942 through 1943.

Oh, so that's the real Zuiun equivalent, being amphibian and such.

The only way this could be more perfect is if she were riding an elephant.

As others said, yes, Warspite do carry scout planes.
Also while WG loves screwing around with the equipments, at most they'll give them upgraded/better equipments that the vehicle did not carry, not made it out of nowhere (unless its a paper tank/ship or prototypes)

And don't forget that it was a flight of Swordfish that managed to cripple Bismarck's rudder with a lucky torpedo
