I would say that Warspite holding the sceptre and orb and sitting on a throne is a pretty good indication that there are no plans to implement QE. Otherwise those things would have been set aside for her.

They could just give QE more "royal" looking colours.
It's not like the sceptre and holy hand grenade are especially significant to the Japanese; I'd bet most most people would just go with it even if ALL the QEs had the ball and bat.

The crown, scepter, orb, necklace, ring and sword... I think? I mean if they make Queen Elizabeth, they might as well deck her out in the full regalia, with the royal cloak, in an opulent rigging throne with drills and the Oujou laugh. MIGHT AS WELL GO 110%!

Warspite has a mini crown on a hairband, an similar, but less opulent orb and a scepter based on her mast. so while they're similar, I'd assume Queen Elizabeth would have the REAL DEAL. and would be classically over the top.
