Her ability means she can simply go back to the time where the restrain wasn't put on her yet.

Seeing the translation, I think Tracer is the one who put those cuffs on D.Va.

In regards to the previous posts, I'm fairly certain that this artist has a few strips of Tracer going Hail Talon-mode with an eye for D.Va as her victim of choice.
