Its the manga artist that drew Excalibur. And IIRC it was drawn before the concept of Saber Lily being young Saber was made.
I'm not sure how that's relevant, Saber Lily has been, from the very first picture/appearance in Unlimited Codes, always used Caliburn, she's never been officially depicted wielding Excalibur.
Also, if this mistake was first made in the manga, then I'd find it even worse that they redid that mistake in this anime, rather then actually correct the mangaka's mistake.

It's not a mistake.
The card installed is the Saber card, which is Arturia. The NP it uses will always be Excalibur.
The mangaka drew the outfit as Saber Lily's as a sort of in-joke about all the different types of Sabers, as he did before in the first season. The corrupted card was depicted as Saber Alter, then Miyu installed it as normal Saber outfit, and now Illya installed it and the mangaka probably just put in the Saber Lily outfit to make it different than Miyu's install.
The artist likes putting little nods and jokes to other parts of the Fate franchise. Later in Drei when we get to Miyu's brother, he has a jab about the Black Keys from Fate/Grand Order, and his Archer install looks like the Limited/Zero Over CE card from F/GO.
Don't take things too seriously, Prillya is an alternate universe story with lots of references to other parts of the Fate series for fun.

To someone who isn't as ''into it'' as you are, the first impression of this will be what mine was, an erroneous depiction of what is apparently shown to be Saber Lily.
I don't know the intricacies of this spin off, mostly because I have no desire to go anywhere near it, so off course I will not know all these little details you mention.

Well then, don't judge without all the information.
It's your free choice to not like the series, but to claim that it can't do anything correctly because of a certain depiction, then get explained that there's a whole lot more behind that depiction than the surface would suggest, then to back up and claim you don't know anything about the series anyway because you don't like it- how exactly does that make you look?

You don't have to get rude, you know? I made my first comment based on what I know of -Saber Lily-, and stated that it should technically be showing Caliburn rather then Excalibur, as that is the weapon Saber Lily is normally shown using, you then explained why it instead shows Excalibur, which is perfectly fine, even if that post of yours already seems to be dripping with defender acid at the end.
And then when I explain -why- I didn't know those particular details, you start to get outright rude..? As for my comment about this series not doing anything right, that is based on various other discrepancies I've seen with depictions in this spinoff.

Oh you are right. Always thought it was Grand Order version that gave her Caliburn.
But as @Farran said, it is a in-joke. If you want a more "in-universe" explanation, it was mentioned early on that their magical girl form differ from people based on their mentality (and Ruby's interference), and it seems to apply to their Install form as well. So it would make sense that Illya get Saber Lily outfit to reflect her pureness, but is still normal Saber.

I see, well, as I explained before, first impression for me, as someone who's quite familiar with the primary Fate series, but not this spinoff, was that of a wrong depiction.
