So, the current summary is the admiral knew Akagi wants to take command of the base to feed her gluttony and to build more comrades to aid her in battle. But he turned evil (sort of), dumped all the resources for LSC and knowing Akagi planted a sword with a weakened blade to carry out her plan.
Now where Akagi would find the resources to repair the commander's office since the admiral somehow exposed the self-destruction button on the desk which she accidently pressed.

He didn't throw them away. He used them for LSC. So what if he only got airpurifier out of it. It's KanColle - LCS failures are the matter of course.
I've edited my summary already, I didn't re-read the page where the admiral outsmarted Akagi and I made that summary with too much haste.
The way I see it though, Akagi staged an unlawful takeover of the naval base due to her own power hunger.
The admiral wasn't shitty (or evil) to begin with, he's just a bit hypocritical (or maybe stupid) every now and then. But he does his share of work and treat his shipgirl well. Akagi wanted to eliminate the admiral and take command of the base, probably because she will be able to eat all she wants and not be reprimanded for it. The admiral knew this was going to happen, so he used up all of the resources on LSC and implanted a voice-activated self destruct button within the table as a last "fuck you" to Akagi.

Either way, it's all just for laughs.
Treat his ship girls well? I didn't see any of that in any KanColle mangas drawn by Bomber Grape, you might be delusional. All of the pages of every Bomber Grape KanColle manga I've read on Safebooru were that the admiral he drew is a bit more evil than yua's Kamio Reiji to be precise in my opinion aside from the comedic explosions and flashbacks show he wasn't evil at first.
Lastly, in one of the pages of this recent manga, he even made the rash decision of chop Kaga's head off with his sword for invading his personal fridge instead of bringing Kaga to his higher-ups for her punishment for theft and Ise for showing contempt against a superior officer's authority.
Still, I know Bobmer Grape's manga is just for laughs and I can't wait for the new pages to come since this manga is incomplete.
