Cirno might not be a genius and still an idiot but she isn't as dumb as some of her fellow Youkai. Mystia, Rumia, and Utsuho are just three examples.

Mystia can read, she just has trouble with Kanji - whether it's a lack of education or bird-eyes is not made clear.

The guy was probably referring to the official manga rather than this picture alone. :P

To be fair, Mystia says that she cannot read the newspaper in BAiJR, while Cirno shows her capability to read the newspaper in BAiJR. It's only after Oriental Sacred Place, which Qualtz links, that shows Mystia being able to read.

If I recall, she complained about it being small print, and Aya teased her about not knowing how to read.

I think that's also a jab at sparrows having less than great eyesight compared to other birds. Thing is, this eyesight is still above and beyond any of the humans who read the paper.
