You must be new to Itomugi's cipher art. The whole image shows info about it.

They are also related to unfinished Illinois and Kentucky.

The last two bits are totally wrong. Iowa was reactivated in 1983 and decommissioned due to the turret explosion in October 1990, missing Operation Desert Storm by three months. It was the two youngest sisters, Wisconsin and Missouri, that participated in Desert Storm.

I hate to say this, Itomugi, but you done goofed.

That's an understatement. Itomugi-kun's "hidden code" images are chock full of information on the subject, from launch to sinking and any major events in-between, as well as any tidbits =3

And she really loves using Morse code, which makes interpreting her work even more fun =w=

I like to point out that someone had put Chinese annotations here. Translating those is highly appreciated.

You forgot the two "x"s. 'Twas annotated in Chinese seemingly without regard.

Itomugi didn't make a mistake. It was the original note writer's. I've corrected them.

The 1984 date was for Iowa's recommissioning as part of the 600-Ship Navy Program, not for the Gulf War, which was in 1990.

The "2 Static Electricity" probably refers to the #2 turret explosion (Static electricity was later discarded as a cause in the subsequent investigation).

Any clues at what the 624142 on the center gun at upper left mean? Or the numbers & letters on the "bracelet" in her forearm?

Also, anything hinting to BB-4, the original Battleship Iowa?

The turret explosion was actually in April 1989. While it may have been a factor in the decommissioning eighteen months later, other factors such as the end of the Cold War and Congress eager to slash defense funding played a much larger role.
